September 26, 2006
Present: Charles Champagne, Judy Knapp, Rich Scheinblum – Chairman, and Sterling Abram – Selectmen’s Representative
Absent: Nancy Campbell, Ken Woods
Meeting was called to order at 7:06 p.m. by Rich Scheinblum.
Minutes of the August 22, 2006 meeting were approved with correction of the spelling of Sterling Abram’s name.
R. Scheinblum asked for suggestions for someone to replace T. McTague. Suggestions included:

Rovena Kipka
Further discussion on this item will be held when more members of the Committee are present.
R. Scheinblum led a discussion of the calendar and budget process. A debriefing discussion was held on the department budget meeting (August 22, 2006 meeting). Planning Board has notified R. Scheinblum that they will meet to finalize their budget at the beginning of October. To date, R. Scheinblum has only received budgets for the Highway and Solid Waste departments.
After discussion it was decided that our aim would be to limit the budget increase to between 0% and 5%. Some concern was expressed over having the salaries as “non-negotiable” since if there should be an unforeseen budget crisis nothing should be left off the table during the budget process.
R. Scheinblum stated that he had attended the Board of Selectmen (BOS) meeting on Monday, September 25th, when the Selectmen met with Highway and Solid Waste to discuss their budget requests for 2007. J. Knapp will attend the BOS meeting on October 2 (Fire and Police) and C. Champagne will attend on October 9 (Building Inspection and Health). Those are the only department budget meetings that the BOS plans to hold at this time.
R. Scheinblum presented the tentative calendar and asked for any changes or suggestions. It was suggested that the meeting with the Planning Board be moved forward to October 17th from November 7th. Insurance, Personnel, Health Agencies, Welfare, Revaluation and Legal will move to October 31st. The meeting on November 21st will probably not be held since it is the week of Thanksgiving.
The next meeting will be October 3, 2006 at 7:00 p.m.
