Town of Dublin Budget Committee Minutes

Meeting called to order at 7:05 by Rich Scheinblum
Minutes of the October 24, 2006 meeting accepted as presented.
Elliot Pellietier presented the Summer Playground budget:
Budget essentially stays the same as FY ‘06.
Field trip money remaining do to the fact that they were unable to
get tickets to the Red Sox and the Fisher Cats tickets were cheaper.
Will try for the Red Sox again next year.
Added some to staff salaries to help with administrative duties, e.g., plan field trips, etc.
Other field trips, canoeing and kayaking, Canobie Lake. Would like to try another local trip. Also had special guests, e.g, reptile man brought in snakes, and lizards.
32 registered, average 20 kids per day
gave out 3 scholarships to defray $150.00 cost
4 full-time staff and 5 trainees in addition to director
Ken McAleer presented the Parks and Recreation Committee budget:
1. Halloween same
2. Field maintenance increase, because of mowing, depends on
weather, gas cost
3. Special events increase in order to add more events to WinterFest
4. Boat landing – same
5. Dublin Days – increase, $500 for a new activity. Last year
increased hours of events.
6. Race – decrease, last year’s road race had increase in size
because it was part of the state “grand prix” of races, might have increased competition from other races so he has scaled back expectations. Bill will still continue to assist but is stepping back his involvement.
7. Projected Revenue – Total estimated 2007, $3,000
Jim Sovik and Hank Campbell presented Cemetery budget:
1. Running year to date at 88%, will overrun on labor due to
realigning tombstones.
2. Labor and salaries the same from last year.
3. Contract services, $750, tree maintenance, $250 tombstone repair
4. Expect to do a warrant article possibly for 2008 to take some
of the older trees (between $5,000 and $8,000 per year). Does not think it could be done with B. Barden’s tree cutting
5. Electricity: B. Raymond requested to add line item, had been
in Supplies prior years
6. Equipment Repair: biggest expense would be tractor. Some
welding will have to be done on mower deck this year
7. Tools and equipment, can reduce to $450 since we purchased a
vacuum unit this year
8. Supplies, $1,050 – top soil, seed, pressure treated posts
9. Special maintenance projects - $2,500: doing work on old
Meeting House site. Hope to finish this work this spring. Has support of the abuttor. Ties in with the Old Pound site. Looking at means to preserve the Sprague gravestones since they are horizontal and are being destroyed by acid rain. Includes stonewall maintenance.
10. Building repairs: pressure treated lumber .
11. Supplies and Compensated Work; revenue neutral item. Any work that is above and beyond perpetual care.
12. Cemetery lot buy backs. Money has already been expended for markers, perpetual care etc., Question as to how to pay for a payback. R. Scheinblum will request that the Selectmen’s office to check with the auditor and state auditor on how to handle.
Rick Macmillan presented the budget for the Dublin Advocate
1. Additional revenue is because Crotched Mt. has been
advertising monthly and raised the rates, so Monadnock Community Hospital will increase
2. Printing is lower than anticipated since running 10 page
issues and have had no 12 page issues. Lowered projected to only 2
12 page issues.
3. Postage is lower due to fewer out of town subscriptions
4. Stipend to the Production Editor will be the same.
5. Sentinel is still printing. If there is any problem they give
credit
Adele Knight presented the Elections budget:
1. Next year is only one election
2. Possibility of warrant article for laptop to use of Committee
and for a file cabinet (needs to be a locking fire-proof file cabinet). Need the laptop in order to access the state database (new voters are given barcode and id). All current voters are bar coded to track voter registration and movement.
3. There is a new system for voting if you are sight-impaired.
Nancy gave out information on the history of Capital Reserve funds
agents: when and who were named agents on the funds.
Request that Health and Code Enforcement to come at 7:10 p.m., November 14th.
Salaries, Capital Reserves and Warrant Articles, November 28th.
