Meeting called to order by Nancy Campbell, acting chair at 7:04 p.m.
Minutes of the November 14, 2006 meeting were unanimously accepted with the following corrections: advice, instead of advise; the committee studying the purchase of the highway department truck is the Equipment and Facilities Study Committee and Cles Staples is also a member of the committee.
L. Hansen presented Principal and Interest budget for FY ‘07:
Principal Long Term: $59,464
Long Term Interest: $9,473
Short Term Interest: $1,000
$1,000 FY ’06 (nothing spent to date); FY ’04-$793, FY ’05 $1768. Since tax bills are coming in do not anticipate having to borrow this year.
Interest rate is currently 5 to 5.5% if and when we have to use a short term loan
S. Abram reviewed possible warrant articles:
Highway:
Dump Truck: not decided as to size- the committee is still meeting.
1- Ton: $43,000 Was originally scheduled for last year but put off. Must be replaced this year since the body is in bad shape
Fire Department:
Brush Truck, grant $59,300, town share $3,100
Building Extension: $7,000 - to display old antique vehicle and free up space inside
Transfer Station: $8,500 grade and pave part of the transfer station
Police Department:
Replace the SUV, should be retired and sold. Would all come from Capital Reserve : $29,000 est.
Upgrade to the septic system to behind Town Hall: $5,000
Administration/Office Equipment:
Filing cabinet & laptop computer (voter checklist)
GASB 41 Compliance software: $20,000
Planning Board:
Water Testing $30,000 - $15,000 Town/$15,000 state grant. Questions raised: Could Planning Board mandate that property owners wells be tested, what happens if the board doesn’t get permission to release data or volunteers to work with John McKenna’s well information, would the State also need releases for their information. Bedrock study is complete.
Conservation Commission
Bond for land purchases: Marlborough will be speaking with Conservation Commission Thursday night.
Capital Reserve: Not formalized yet.
December 5th meeting: B. Raymond and Selectmen – Revenues, Salaries
Retirement will increase about 22% between police and other town employees.
Health insurance will increase about 10.5%. These increases are as of July 1, 2007.
