Dublin Budget Committee
Approved Minutes
April 6, 2010
Present: Curt Merrick, Selectmen’s Representative, Peter Imhoff, Ken Woods,
K Horgan, Dale Gabel, Tom Warren, Tom LaFortune (Guest)
Absent: None
- The meeting commenced at 7:05 p.m.
- Peter Imhoff was nominated for and unanimously elected as Chairman of the Budget Committee.
- All members of the BudCom concurred with postponing designation of a Secretary until the next meeting. Peter Imhoff suggested it would be prudent to have co-secretaries to share the duties and responsibilities of the position given the strong possibility of a single secretary missing a future meeting due to schedule conflicts. In the interim, Dale Gabel agreed to act as Secretary for the present meeting.
- For the edification of new members, the experienced members of the Committee discussed duties and responsibilities of the BudCom, along with processes and recent history including development process for the 2010 budget build, personnel compensation within the 2010 budget build; the Advocate in the 2010 budget build; and the timeframe and method by which departments put together their budgets.
- Peter Imhoff suggested some areas for future BudCom consideration, including a process for funding social welfare line items within the budget.
- Rules governing the BudCom were discussed.
- The minutes of the two BudCom meetings on 9 February were reviewed and approved.
- After reviewing his interest and qualifications, a motion was made, seconded and carried to appoint Tom LaFortune to the BudCom to serve out the remainder of the term of Curt Merrick who resigned when elected to be Selectman.
- Curt Merrick discussed the Capital Improvement Program (CIP) Committee, which is a new initiative to look at the long term capital needs of the town. The purpose of the CIP is to plan for and even out swings in capital improvement requirements. Curt suggested a member of the BudCom should be on the CIP Committee. Peter Imhoff proposed a session prior to budget season when the CIP Committee could brief the BudCom on its activities and at that time someone on the BudCom might be assigned to the CIP Committee. Peter Imhoff will contact Bill Goodwin to ask if he could give the BudCom a presentation at the next meeting.
- Set Tuesday, April 20th for the next BudCom meeting. The primary agenda item will be reviewing the first quarter's revenue and expense numbers.
- The meeting adjourned at 8:45 p.m.
