Conservation Commission Minutes June 11, 2008
Dublin Conservation CommissionMinutes
Wednesday, June 11, 2008

Attending: Jack Lewis (chair), Anne Anable, Jerry Branch, Karen Bunch, Suzan Macy, Sue Yarger, Selectman Charlie Champagne
The minutes of the meeting of Wednesday, May 14, 2008 were reviewed and approved.
Dublin Lake:  Karen Bunch reported that she and Felicity Poole had written a full page article for the Dublin Advocate on Dublin Lake.  Topics included water testing, Weed Watching, the Lake Host program and shoreline conservation.  She also stated that the first outing of the Weed Watch was scheduled for tomorrow, June 12, and that Bill Goodwin and Kelsey Nyland had attended Lake Host training.  There has been a float plane landing on Dublin Lake in recent weeks.  Joan Griffin, who has a home on the lake, is investigating what can be done to make such activity safer (and less frequent).
Women’s Club Beach Erosion:  The Women’s Club reports that there has been a good deal of beach erosion this year, with Bio D logs washed over and erosion control grasses lost.  Damage may have been due to the water level not being lowered to the extent needed earlier in the spring.  Several members of the commission said they would review the situation at the Women’s Club Beach, possibly at the time of the Weed Watch.
VLAP Workshop:  Karen went to VLAP (Volunteer Lake Assessment Program) training on May 17, and found it to be a very informative session.  Much of the program was a technical session on how to test.  There were also a display of aquatic weeds, both native and invasives, and a very interesting session on the Comprehensive Shoreline Protection Act (CSPA).
Purple Loosestrife (Lythrum):  Sue Yarger reported that due to a number of personnel changes over the winter in both Concord and the Galerucella beetle suppliers, the supplier in New Jersey does not have any record of our request for 2008 beetles.  The supply of beetles for 2008 is currently fully committed, but Sue said that she would continue to work with the supplier to see if anything could be done for 2008.
Other Business:
·       Suzan Macy brought up the apparent recent change in the definition of Navigable Waterways in Federal regulations.  She was concerned that the change could strip some protection from wetlands and streams if adopted.  Anne Anable recommended that Suzan get in touch with Paul Hodes to determine how to deal with this situation.
·       The Commission discussed the plans that the Selectmen have to work with the state to test the water of a number of wells in Dublin.  Selectman Ed Germain plans to have the testing done in July, 2008.  He plans to have an article on the testing in the July Dublin Advocate.  Anne Anable will confirm the water testing dates, and Suzan Macy volunteered to let the Garden Club know about the test dates.
·       Anne Anable, Suzan Macy, and Sue Yarger plan to attend the Southwest Regional Planning Commission Annual Meeting on June 24.  The Commission agreed to underwrite the costs of their attendance.
·       The Commission briefly discussed the bedrock fracture maps that were completed last year.  Suzan Macy suggested that we retain Chris Covell to explain them to us and to give us a better idea of how the could be used.  Jerry Branch volunteered to review the maps and to give the Commission an idea of what use they will be for the Commission and the town.  Jerry did a sizable amount of this during his working career.  Jack Lewis volunteered to get him access to the maps.
·       Jack Lewis mentioned that the town had submitted a request for a Dredge and Fill permit for the repair of a culvert on Cobb Meadow Road near East Harrisville Road.
·       Jack also mentioned that there were several conferences on CSPA coming up in the next several months.
Meeting Schedule:  The Commission will continue to meet at 7 PM on the second Wednesday evening of each month. The next meeting scheduled for July 9, 2008.
The meeting was adjourned at 8:43 PM.
