Dublin Conservation Commission Minutes
Wednesday, February 11, 2009

Attending: Jack Lewis (chair), Anne Anable, Jerry Branch, Karen Bunch, Suzan Macy and Sue Yarger
Minutes:  The minutes of the meeting of Wednesday, January 14, 2009 were reviewed and approved.  
Monadnock Regional Land Summit:  Anne Anable reported on the day long program held January 31.  She found the sessions she attended quite informative.  She especially enjoyed the opportunity to interact with nearly 200 other people from the Monadnock region who were also interested in the conservation of our lands and natural resources
Howe Reservoir:  Jerry Branch reported that there was movement under way toward coming up with a plan for utilizing the town land on the east side of Howe Reservoir.  He has gotten Chuck Simpson interested in helping to develop a plan for a park.  Chuck has led similar efforts elsewhere in the past, and can help address both putting a plan together and resolving the problems which turn up when such a change is proposed.
SB 381:  Jack Lewis agreed to put together a short handout explaining the warrant article enabling part of SB381 with an example of how it could help a land transaction would work. Members were encouraged to attend both the March 3 Women’s Club Pre Town Meeting and the Town Meeting on March 14.  Jack Lewis expects to speak about the warrant article at the meeting.
New Members: Commission members recommended several names as possible prospects for membership, but no one had yet been seriously talked to about joining.  Jack indicated that he would follow up with the proposed names and with the Selectmen if there was significant interest.
DCC 2009 Budget:  Jack Lewis had gone to a Budget Committee meeting at which the Conservation Commission budget was discussed.  He reported that the Budget Committee and the Selectmen were not in agreement about the Conservation Commission budget, with the Budget Committee recommending $4.001 and the Selectmen recommending $6,501. It appears that the difference will not be resolved before Town Meeting.
2008 Annual Report:  Copies of the final draft of the 2008 Conservation Commission Annual Report were passed out.  Commission had reviewed and commented on previous versions.
Other Business:
  • SWRPC Training Session- Jack passed out information on the SWRPC training session on public meetings which is scheduled for February 17.
  • Epping vs. Gilbert Court Decision -  Jack reviewed the recent Superior Court decision which stated that with the approval of the town’s Select Board a Conservation Commission could acquire a property interest  using funds from the Conservation fund without having to get approval from a town meeting.
Meeting Schedule:  The Commission will continue to meet at 7 PM on the second Wednesday of each month. The next meeting is scheduled for March 11, 2009.
