Dublin Planning Board – December 4, 2008
Present: Bruce Simpson, Peter Imhoff, Suzan Macy, Bill Goodwin, Neil Sandford and Selectmen’s Rep Sterling Abram.
The Board discussed proposing amendments to the Land Use Ordinance regarding Wood-fired Outdoor Boilers and Windmills.
Outdoor Boilers: The consensus of the Board was that recent amendments to the NH Statutes addressed the concerns that the Board had discussed at earlier meetings by requiring setbacks from property lines and regulating smokestack height, and that further regulation was not necessary at this time.
Windmills: The Board discussed recent state legislation which limits the towns’ authority to regulate windmills. The consensus of the Board was that individual windmills by homeowners (in compliance with state rules) were fine, but that commercial operations (‘wind farms’) should be allowed only in the Rural District and should require a special exception as well as a site plan review to ensure the location is appropriate and that undue adverse impacts on abutting properties are minimized. Bruce will draft a proposed amendment to be reviewed at the 12/18 meeting.
Neil Sandford (after recusing himself from the Board) informed the Board that his organization would like to open a small area of land on the south side of Old Marlborough Road for public access. The location has a lovely view of the mountain that is often painted and photographed. It would be identified by small sign painted on a boulder. He asked if a sign permit would be required for this. After a review of sign ordinance and a discussion of the issue, Bruce moved that the Board find that the sign qualified as a noncommercial ‘Premises Identification Sign’ under the ordinance, and was therefore allowable without a permit. Seconded by Suzan, Motion passed.
