May 7, 2009
The Planning Board met for its regular meeting on Thursday, May 7, 2009 in the town hall. Present: Chairman Bruce Simpson, Dave Whitney, Suzan Macy, Neil Sandford, Bill Goodwin, and Selectmen’s Representative Charlie Champagne
Minutes
The minutes of the March 19 meeting were reviewed. Bruce moved they be approved, seconded by Suzan: Approved.
The minutes of the April 2 meeting were reviewed. Charlie moved they be approved, seconded by Bruce; Approved.
Workforce Housing Law
A meeting sponsored by the Southwest Region Planning Commission is scheduled for May 14 in the Keene Public Library to provide information regarding the Workforce Housing Law.
Bruce moved that as many members of the Planning Board as possible attend this meeting. The May 23 meeting will then be canceled. The motion was seconded by Neil; Approved.
Announcements
The Planning Board is required by law to include language in the Subdivision Regulations and Site Plan Review Regulations that would require the Planning Board to review subdivision proposals and other proposed new development to determine whether such sites would be reasonably safe from flooding. Such provisions are required of communities that participate in the National Flood Insurance Program. Bruce will check on how this is to be handled in Dublin with the possibility of a hearing being held at the first meeting in June.
The selectmen are concerned about the lack of suitable land for commercial use and suggest that the Planning Board look at the possibilities in the town.
Andy Freeman Conceptual Consultation
Andy Freeman was present to discuss with the board he possibility of developing housing on property he owns in the village district. He has consulted with Southwest Region Planning Commission and they agreed it would be a workable idea. The board discussed with him what would be allowed in the village district. At present the current Dublin ordinance would not allow for the number of units required. The board will be reconsidering revising the ordinances in the future.
Maureen Healy
The Planning Board discussed the issue of a business being operated by Maureen Healy on Goldmine Road and came to the consensus that the code officer did not have the authority to grant a temporary permit to operate the business on the property. She needs to go through the Site Plan Review process and also obtain a special exception.

Bill moved the meeting be adjourned, seconded by Suzan; Approved. The meeting was adjourned at 8:00 p.m.
